On 19 December 2017, the Kyoto University Executive Board decided on a ‘Basic Policy for Ensuring the Safety of Yoshida Dormitory Students’. The announcement of the Basic Policy is the reason that Yoshida Dormitory is now in crisis. In the following pages we will explain the university’s Basic Policy and the many issues associated with it.
